“There is a feeling that decision-makers in Ukraine understand that in the foreseeable future Kherson will have to be returned and, consequently, a scorched-earth tactic will be adopted,” the expert said.
According to him, the evacuation of people from the controlled part of the Kherson region, announced by the Kiev authorities, is carried out exclusively for military purposes – using empty settlements.
Malkevich previously noted that a social and humanitarian catastrophe is unfolding in Kherson.
